Instruction
on organization and conduction of accreditation
of educational organizations
1. General conditions.
1. This instruction on organization and conduction of accreditation of educational organizations is developed in accordance with the Law of Republic of Kazakhstan from 27th of July “About education”, the Rules of accreditation of educational organizations, approved by the Government Decree of Republic of Kazakhstan from 29th of December 2007 #1385.
2. The instruction defines the order of organization and conduction of accreditation of educational organizations that conduct professional programs of higher education and post higher education.
3. Accreditation is conducted on the basis of activity assessment of educational organization to accordance with the standards and criteria, developed by an accreditation body.
2. The order of organization and conduction of accreditation of educational organizations.
5. Accreditation body carries out an institutional and specialized accreditation of educational organizations on the basis of activity assessment of educational organization in accordance to the standards and criteria, developed by accreditation body.
6. Accreditation council is established by accreditation body for collective and public examination. The structure of Accreditation council is approved by accreditation body.
7. The members of the Accreditation council are representatives of the authorized body, accreditation body, educational organizations, non-governmental and student organizations.
8. For passing institutional accreditation, educational organizations present to accreditation body the following documents:
1.) An application by form set by the accreditation body;
2.) A copy of state license and supplements to the license that ensure right of educational activity conduction. During specialized accreditation educational organization additionally presents a copy of the certificate about conduction of institutional accreditation. It is possible to combine institutional and specialized accreditation.
9. Accreditation consists of the following steps:
1.) Sending application by educational organization and conclusion of bilateral contract between the accreditation body and educational organization;
2.) Conducting self-assessment of educational organization with conduction of the report on compliance to the standards and criteria set by accreditation body;
3.) Presenting of the report on self-evaluation of educational organization to accreditation body;
4.) Consideration of report on self-assessment of educational organization by accreditation body;
5.) Development of recommendations by accreditation body on the given report;
6.) Visit of educational organization by experts of accreditation body and creation of report by them on results of checking to accordance with standards and criteria of accreditation body with recommendations
7.) Preparation of materials for accreditation of educational organization by Accreditation council;
8.) Consideration of question of accreditation of educational organizations by accreditation council;
9.) Adoption of relevant decisions by accreditation body
10.) Publication of full report on web-site of accreditation body;
10. Accreditation of educational organization is conducted from the moment of registration of application to pass accreditation until making a relevant decision by Accreditation council.
11. Period of consideration of documents of educational organizations by accreditation body, visiting educational organizations by experts and making decision is set from one to three years from the moment of submitting application by educational organization, which is being accredited.
12. Accreditation of educational organizations is carried out in accordance to schedule of conducting accreditation.
13. After finishing the procedure of self evaluation educational organization sends to accreditation body report on self-evaluation on paper and electronic mediums.
14. For visit of educational organization external expert commission is created by accreditation body. Rules on external expert commission are asserted by accreditation body. Information on timelines of visiting of educational organization by external expert commission is messaged to educational organization three months before the visit.
15. Visit of educational organization by external expert commission is carried out during two-four working days in accordance to standards of external assessment, asserted by accreditation body.
16. External expert commission studies report on self-evaluation before visiting educational organization.
17. Report on results of visit of educational organization is created y external expert commission in accreditation body for two-three working days.
18. Accreditation body studies report on self-evaluation, report of external expert commission and prepares materials for consideration of the question of accreditation of educational organization by accreditation council.
19. Accreditation council makes a decision:
- To accredit
- To decline accreditation
20. Accreditation body on the basis of positive decision by accreditation council forms a certificate of accreditation (further – certificate) of educational organization, current for five years.
21. For prolonging the period of use of certificate educational organization, not later than one year before ending of period of use of certificate submits an application to accreditation body.
In case of decline of accreditation, a written notice with justifications is sent to the address of educational organization. Repeated application of educational organization is considered on general foundations after passing of at least one year from the moment of the first application.
23. Establishment of form, its assertion, creation, registration and storage of blanks of certificates of accreditation is carried out by accreditation body.
24. Information about educational organizations, which received certificates of accreditation, is sent to the authorized body and is placed on the web-site of accreditation body.
25. Effectiveness of certificate of accreditation is ended after 5 years period.
26. In case of liquidation or reorganization of educational organization the according changes are made by the authorized body to the Register of accredited educational organizations.
27. Decision of accreditation or decline of accreditation of educational organization can be appealed in the order set by the law.
28. In case of loss of certificate of accreditation, accreditation body presents a duplicate of certificate of accreditation to educational organization in written statement during ten calendar days. Design of duplicate of certificate is made on the basis of financial resources of educational organization.
